hi. the problem with "A" . is quicker is an adjective,which modifies noun. but we need an adverb "quickly" to modify the verb "implemented".

D is ok but since we have IN THE PAST, use of HAVE BEEN not correct (IN THE PAST implies ACTION IS NO MORE BEING DONE...and therefore HAVE BEEN inappropriate).
IMO E (but this choice could have been better if we had "they were in the past").

we need an adverb here : "quicker" is an adjective in comparative complex - in superlative its quickest, and not an adverb. "Quickly" is an adverb.
This narrows down to D and E. Due to verb-tense consistent issue as stated bt patanjali, E is supposed to be the correct one.
