[spoiler]I actually chose B as well, but in retrospect, I think C would be the better choice because of parallelism... "showing" and "sympathizing" need to be parallel here.[/spoiler]

grounds for something(in this sentence the something is symphathizing) is idiomatic usage meaning the basis or cause for something/some action

"To sympathize" suggests that the sympathy may not be occuring, may just be a potential. Sowell is commenting on a sympathy that is indeed ongoing or active. Only " For sympathazing" conveys this "ongoingness".
