B and D are dangling modifiers. C is passive and is changing the intent of the sentence. prefer E because its a past event. (drafted instead of drafting in A) hence Choose E

My Take

Op A: This sentence is crap, a fragment..why??? If u chop of modifiers "included.." and "Elizabeth"...u get

When drafting the declaration of sentiments.....was a call....nonsensical plus No independent clause.

Op B: THAT refers to Women's right convention....so this sentence means Elizabeth wrote convention---> nonsencial

Op D: COMMA + THAT --> NON-RESTRICTIVE MODIFIER always wrong in GMAT

B/W Op C and Op E ----> Op E is more clear in active voice rather than Op C in passive voice

Hence Op E is the ans

Friends.....Actually i got struck b/w C and E .... but i missed the passive voice in C......
