IMO B
I was confused between B and C but choose B because
their complaince with laws that require......protect is a non essential clause.
Shrimpers......saying that their compliance with laws...........is protecting........turtles.
This sentence is making sense without that, is maintaining the progressive tense and is parallel.
Hence B.

Last week local shrimpers held a news conference to take some credit for the resurgence of the rare Kemp's ridley turtle, saying that their compliance with laws requiring that turtle - excluder devices be on shrimps nets protect adult sea turtlesschumi_gmat wrote:IMO B

B) requiring turtle-excluder devices on shrimp nets is protecting
C) that require turtle-excluder devices on shrimp nets protect
D) to require turtle-excluder devices on shrimp nets are protecting
E) to require turtle-excluder devices on shrimp nets is protecting
One doubt guys:
So the rule is that when we have "ing", this construction does not need to be followed by x to y or requiring that xy.?? Or is it because the meaning of the sentence implies that there is no uncertainty as the law was complied?
