If the line k in the xy plane has slope of -3/2, does line k pass through the point (12, -13)?

Is there an easy way of working this out using Y=MX + B?

I need someone to help recommend some books on algebra, arithmetic and geometry to learn the basics. My main weaknesses are properties of integers, probability and counting.
