I like C also, but "it" is consfusing. Does "it" refers to trouble or action, its really far from action. But everything else looks wrong.

I believe the use of future tense "will know" is better than "would know" (would is past) and "is doing " instead of "was doing". Since the manager wants this to be an ongoing thing in the future the usage in A is better. This is my take.

Good qn, I am only convinced with B though it is troubling me. The use of "but" to contrast two part sentences is good. All other looks awful. Any other thoughts. With A, which refers to Rocky Mountains, so wrong.

This is a must be true question. For a must be true qn the answer is para phrasing a premise or making a statement by combining two or more premises.

A is basically paraphrasing "80% were not wearing seat belt" or 20% were wearing. So A is the answer.
