S2 tells us that the first hour cost $1.25, then that leaves $3.75 for the remaining hours.
This could mean, the second hour cost $3.75 or the next 3 hours cost $1.25 each. This does not tell us exactly how many hours the car was parked. So, INSUFFICIENT.

I got "D" as well. My reasoning was that there's a rule that says the noun modifiers have to be "touching". So we need the "who" immediately after the noun "James Cook". Is my understanding correct? "By whom" is wrong and "who" is correct?
