combine 1 and 2
if x = 2 and y = -3
then -2y/(x+y) = -2.-2/(2 - 3) = - 4 i.e. < 0
if x = 1 and y = -1/2
the (-2.-1/2)/(1 - 1/2) = 1/(1/2) = 2 i.e > 0
so not suff..

if w = 1 then m = 251 so ratio = 251/1
if w = 3 then m = 253 so ratio is 253/3

Answer is C 1. not sufficient since w can be an integer or can be a fraction like 1/3 2. not sufficient since w can be an integer or can be a fraction like 1/2 1 and 2 together, w can be 1 , 3 i.e. an integer. if w is a fraction then no value of w can satisfy both 1 and 2. so, w has to be an integer.
