I think very simplistically speaking C, clearly illucidates the fact the oppurtunity cost (i.e the losses suffered due to illiteracy ) costs the US X bn a year through - lost industrial o/p etc... while option E messes up the meaning completely - its states that the losses in industrial o/p have cos...

Hi, I guess the mistake in the original sentence is that it says -> Tom Bradely 'was' and then followed by ....'had transformed' which basically means that the transformation happened before tom bradely was the mayor, which is not correct. The option 2 corrects this by the use of simple past 'was' .

Stacey: Usage of Idiom - so X that Y
Hi Stacey,
I guess this is an older post - did not want to make a new one so just adding on to this one - here you have mentioned that the idiom so X that Y is incorrect - while many resources including manhattan suggest the usage of so X that Y as correct.
Could you help me ?
