This is my understanding

The higher fines (not rate) for tax evaders will not affect the other people who pay tax.

According to C if it happens how they are going to make sure non tax payers will start paying...................

here is my take

Proven = usually used in descriptive form. Ex. "This is a proven formula." as an adjective since it modifies the formula

Proved = used as a verb. Ex. "He proved he was right."
