Ain't D and E both have the issue of misplaced modifier?
Just after the first comma we should have the "expanded program of retirement benefits".
EMployee can't be in addition to "an increase in hourly wages"!!!!

Please comment if I am wrong

I suppose, the answer is "E" because enrollment is a number not "8 million people". SO this seems to be a case of uneven comparison.

The problem is in the meaning of A. It tells that the perpetrators are attributing the bad behaviour to some allergy. But actually it should be the defence attorneys.
