As said above one of the prime number needs to be 2.
2 + b + c = 100
b + c = 98 ... (1)
We know the difference between b and c is 36.
c - b = 36 ... (2)
(1) - (2) ... 2b = 62 => b = 31

The whole belt is made up of 2 horizontal parts (top and bottom) and 2 round half-circumference parts.
So:
15 = Top + bottom + 2 x half circle
Top = bottom (call this A)
15 = 2A + 2 x pi*d/2 (d=1)
