Need form "requires that". Take out the "of public and private" and you will see the sentence doesnt make sense otherwise. B is comparing jobs to job, so not parrallel.

A is the only remaining answer.

IMO, answer is B. Its assuming that there are only 2 categories for a certain element to the census. I am not sure if I follow the logic 100%. How do we get from the question stem that 3 or 4 needs to be a factor of 12?
