How can C be correct?

the second clause in answer C reads as
on the canal the move took less than eight days and cost less than $6.

Are you sure this is an independent clause with correct grammar (on canal??)

pay-as-you-go approach cannot be compared to the funded pension system as the latter is not an appraoch.
however, the social security can be compared to the funded pension system as they both are concepts rather than approaches.
