The specific surgeries should first be a representative sample of the Unnecessary Surgeries then only some thing can be concluded.

Between A and D, option A is better. It is a defender assumption.
The conclusion is valid today so the assumption should also be valid today.
Option A is about present situation but option D is about a future situation.

Anything that links closed sytem with factional sytem can support the conclusion.
Option B says the opposite while option C says it correctly.

IMO C Negate the assumption : The average number of hours it takes a Borodian television assembler to assemble a television has decreased significantly during the past three years. In that case Borodian assemblers are producing more and hence the no. of assemblers has reduced. It weakens the argument.
