its a difficult question as the ans doesnt jump at you
but if you look at the question two events stand out
people reaching adulthood and they being attached before that
hence the second part requires a had and first part in past tense
C stand out

but there are cases where that can refer to a word not immeditely preceing it
but that rule doesnt apply here
