Statement 1 -
a/b-1 < 1/15 ---> 15a + 1 < b since and b are positive --- > sufficient to say that 10a < b - SUFFICIENT
Statement 2 -
a-1/b < 1/15 ---> 15a - 15 < b. Put a = 2 and a= 5 and you will see that you get 2 answers for the original expression -- NOT SUFFICIENT

n3 - n = (n-1)(n)(n+1)
On substituting n = 2k + 1 we get ---> (2k)(2k + 1 )(2k + 2 ) ---> take 2 common ----> (4)(k)(2k+1)(k+1) ----> always divisible by 4
