Fewer can be used with percentages in case the subject in discussion is countable. Are you asking specifically for the usage of "fewer than". If yes, can you please post some question related to this context.

Whenever we need to present the intent or the purpose to be stated of any action, we use “to verb� form (infinitive) so narrowed the choice to A and B.
In B, the modifier which refers to light signals and thus it is incorrect.
