What is the difference between pronoun it and pronoun that in above sentence? Can that not be used for above?

I understand that choice D is wrong for other reasons however want to confirm the reason for incorrect pronoun usage.

Although I agree that meaning of the sentence clearly indicates that their refers to O.Indians however in the sentence structure it can refer to New York counties as well. In my view their is not explicitly referring to O.Indians.

Need clarification on MGMAT score

I attemped by 5th MGMAT test and got 720 (Q49, V39) however while doing review.
