thanks, I think that you must have a reason to use backward. As far as I know, not using a backward structure will help a sentence to be more clearer. And one purpose of SC section is to choose a choice that is clear and concise.

IMO, Choice B is incorrect because the prompt is talking about industries that have enrolled employees and those which haven't. Also the executive is talking about years after 2005. So I eliminate choice B.
