I know there are no set rules for RC, but nowadays I am getting 2 out of 4 questions wrong on GMAT RCs
Can someone please suggest me some practice material for RC.
Would you recommend getting the LSAT RC bible?

Since 'when' already indicates continuity in the sentence, you need not use continuous tense to indicate the same.
