Suppose he buys x dozens eggs in May
so, in april he buys 2x/3 dozens and
in may he buys 4x/3 dozens
Total eggs = x+2x/3+4x/3 = 3x dozens
Total amt spend = (2x/3)*1.26 + x*1.2 + (4x/3)*1.08 = 3.5x
Avg price per dozen = 3.5x/3x = 1.16 D

p(5)= 9.50+0.25(5-1) = 9.50+1
For s=1

IMO, best way to solve such problems is to assume an integer such that x and (x-1) both are not divisible by 3 directly.
I took 11. So, (x-1) is 10. Now we have to evaluate (x-k)
11-(-4) = 15. Works
11-(-2) = 13. Does not work
11-(-1) = 12 Works
11-2 = 9 Works
11-5 = 6 Works

c is inversely proportional to e. means c = b/e where "b" is a constant
together c can be written as
