I choose D.

"three times the price of ..... " appears correct to me.

What is the OA ?

C is definitely incorrect.

I think D is the answer... 'three times the price of X' is idiomatically correct.

C should be the answer.

D is incorrect because it says: "three times the price of what the drug's makes charges..."

The options look like this
three times the price as
three times the price than
three times the price that
three times the price of what
three times the price at which

C seem to be clear winner here

what is OA though

I would go with C:

...three times the price....that the drug's maker charges (three times the price that the maker charges).
Good luck to you all (now working on the gmat) and thank you all (who took it).

Its answer is D, because it is more idiomatic than the rest of answers

I think it should be "that".. you need a relative pronoun to introduce the subordinate clause

C

I'm with the D gang. Let's see what the OA says or maybe one of the instructors can shed some insight into why C is better than D.
