A decade after initiating the nation's most comprehensive and aggressive antismoking program, per capita consumption of cigarettes in California declined from over 125 packs annually per person to about 60, a drop more than twice as great as in the nation as a whole.

Even i am not sure about the idiom
that we can use 'that' after "as much as" or not

A&C uses redundant word 'drop'.

D looks wordy & awkward also has redundancy..

IMO:

a,b,c are wrong -- misplaced modifier

its either d or e

i'll go with d
for the same reason.

E has a modifier problem "about 60, more than twice as great as that"

E -wrong 1) "per capita" and "125 per person" wordy
2) decline -wrong tense

d or E can correct this error
D is better than E when it express paralell in comparision a drop ... that

I think it's "B"...

E is wrong because it uses "per capita" and "per person" in the same sentence, which is redundant.
