"employee of the railroad" is wrong in E.

In D and E, E stands correct as the modifier in E is precise. Inclusion of "that" in D changes the meaning..

In E, the modifier refers to employees .... it is correct.. It is in passive voice, but modifier has proper reference
"Native of" is used for a individual while "Native to" is used for a large group
