It's C.

A -- comma unnecessary

B -- same as A; "the intention of which is to sustain" is too passive and not concise

C -- correct

D -- exhausting is present tense, but special fund will not sustain the economy until the oil reserves are exhausted.

E -- "that they intend to" is not as concise as "intended"; not concise

Dan,
Why do you say " comma is unnecessary " in option A ?

Is it because ",with ......" modifies FUND if comma is there ??

I guess, Had COMMA been not there, WITH would have been connected to " alaska" or it's action. Am i right ??

Kindly throw some light.
