OA is B

Please let me know if this is correct reason for OA to be correct?

During the first year after the corporate reoganization - phrase

no one considered the management well-organized.---- this is a clause - noone is subject, considered is verb and a clause must have a SV pair. It can have two verb if verbs are connected by a connector. so, was well-organized is wrong.

Quite right. Your reasoning is on sound grounds.

The correct sentence choice (B) is -

During the first year after the corporate reorganization, no one considered the management well-organized.

Also, notice the idiomatic usage of considered X in B. None of the choices have that.

E.g. He is considered a champion polo player.
