Suggested that X as Y is wrong usage in D.

hi Kvcpk -

i was stucj between C and D ,

c) Quakers suggested the penitentiary as a reform of the penal system
d) -> Quakers suggested that the penal system be reformed as penitentiaries

in D, isn't the subjentive mood - Suggested + That ...(to) be reformed as penitentiaries.. is correct ?

You are correct - C is OA , but want to understand the error in D.

"AS" should not be used to compare nouns.
Penitentiaries is a noun.

Also, penitentiaries is a reform of penal system. No comparison should exist here.

Hope this helps!!

MGMAT Book says that there should be the command subjunctive mood be used. So the other structure in C is grammatical wrong. I don't really understand when to use command subjunctive or when not?? Expert pls help!

Yep, its should be C.
D changes the meaning, making it quite illogical, and the usage of suggested is also not correct as suggested by kvcpk

You suggest THAT someone DO something.

e.g.: Since Fred is sick, I suggest that Bob replace Fred.

You suggest X as a replacement for Y.

e.g.: Since Fred is sick, I suggest Bob as a replacement for Fred.

More examples:

The Quakers suggested that the penal system be reformed... correct!
The Quakers suggested penitentiaries as a reform or the penal system... correct!
The Quakers suggested that penitentiaries replace the penal system... correct!

The Quakers suggested the penal system should be reformed... incorrect!
The Quakers suggested that penitentiaries be a replacement for the penal system.. incorrect (bad style, mostly)!

As others have pointed out, the comparison in D is illogical. A system can't be reformed as an object.
