Hey Guys

I can't see the parallelism in the following phrase

Researchers are using computers images to help surgeons plan difficult operations and to develop programs that will work for doctors and nurses in the same way that flight simulators do for pilots, letting medical practice their techniques and test their reflexes before they ever see a patient.

- plan difficult operations and to develop programs that will work for doctors and nurses in the same way that flight simulators do
- plan difficult operations and develop programs to work for doctors and nurses the same way as with flight simulators
- to plan difficult operations and to develop programs that will work for doctors and nurses the same way like flight simulators
- plan difficult operations and in developing programs to work for doctors and nurses the same way as flight simulators
- to plan difficult operations and developing programs that will work for doctors and nurses like flight simulators do.

answer should be A .we need "plan difficult operations and to develop programs"
"plan difficult operations and develop programs" would be wrong because in this case the implied meaning would be that surgeons will develop programs --->not intended
