You asked whether you stand a chance at a scholarship at one of your target schools - I would say yes, you have a chance, but it is almost impossible for me to say how much of a chance. Merit scholarships are rare and generally not something you can count on. I wish you much luck!

How much of a chance do i have at my target colleges?
Will my Diploma + Degree pose any problems since the diploma was of 3 year duration and thereafter i was directly admitted to the 2nd year of the 4year Degree course.
Also about my selection of colleges, am i aiming too low considering my profile.

Dont worry about diploma+degree thingie. You HAVE a degree and education of 16 year that's all matters.
Your diploma wont pose any problem to you. You know that 15-20% Indian ENGRS have same acad-path as yours. It's normal. ... in fact use it to show your academic achievements.

I am not worried about the degree. Your extracurriculars are pretty weak - the things you list seem to fall more into the career category. However, you are listing a nice range of schools, so I think you should end up with some admits.
