Many environmentalists believe that the widespread planting of trees, along with the conversation of existing forests, would be one of the surest, easiest and least expensive ways to begin to halt or even to reverse the buildup of carbon dioixde in the air.

B. one of the most sure, easy and least expensive ways to begin a halt or even reverse
C.one of the surest, easiest and least expensive ways that would begin halting or even reversing
D. a most sure, easy and inexpensive way beginning the halting and reversing of
E the most sure, easist and inexpensive way that would begin halting or even reversing

==> I couldn't decide between A (correct) and C..isn't "that" okay bc it refers to "ways"?

Turkey's economy has grown prodigiously over the past 10 years, averaging an annual increase each year that is about 8%- one of the highest growth rates in the world.
A..
B. with an annual average each year which is about 8%
C. 8% is what it averages out to each year
D. with an average annual increase of about 8%
E. the average of the annual increase each year is about 8%

B,D,E eliminated as wrong use of adjectives
A-to begin to halt or even to reverse - not very clear whether to begin means in order to
C- that joins an independent clause with dependent clause with right tense of would begin

C is wrong because of two reasons-

1. In order to show intention we use infinitive to......
2. Would is the past form of will & sentence demands something in the future

Just checking this further:

In 2nd question.

1) Many environmentalists believe that X would be .....
2) Many environmentalists believe that X will be .....

Which one out of the two will be correct?

IMO, it should be 2). Please help.

In this case, 2 is correct, 1 would be correct if believe was in the simple past tense

Can anybody explain why option B is wrong?

Isn't "to begin to halt" in option A is wrong?
