The incumbent mayor has overturned his predecessor's bill that allows for an increase in spending in the public sector.

A) allows for an increase in spending in
B) would have allowed for increased spending in

The bill if passed would have allowed an increase in spending.
This is a hypothetical situation and we need "would have allowed"

Only option B is in the desired form.

Correct Option: B
