This question is a variation on OG13 #70. It is either mis-transcribed here, or it was plagiarized by whatever source you are using (this is why it's important to always name your sources).

As the question is written in this post, the issue with B is the idiomatic construction "simultaneously but independently of." Because we can't say "simultaneously of," we need to add "simultaneously WITH but independently of," making E correct.
