The Russian State Duma is made up of members called "deputies", of who there are 450 governing since the Supreme SOviet was dissolved in 1993.
A: same
B: and there are 450 who are governing since the Supreme Soviet was dissolved in 1993
C: of whom there are 450 governing since the Supreme Soviet was dissolved in 1993
D: but of whom there are 450 governing since the Supreme Soviet was dissolved in 1993
E: who are 450 governing since the Supreme Soviet was dissolved

OA: C

I want to know whats wrong with B. The explanation says it is wordier but I don't get it.

Answer B is slightly wordier in comparison to answer C because it uses the conjunction "and".

I can recognize this problem from my last night's test :)

Well the problem with B is that it is not conveying the meaning. "of whom" in C clearly says that of the deputies there are only 450 who are still governing. An independent "there are" is not clearly specifying that governing people are part of deputies.

Moreover,Problem is asking the right usage of who/whom for which we need to do some re-adjustments to see if the noun in concern should be in objective/subjective form. If you say B is correct then what is wrong with E ?

Also, Retype the questions. There are some typos in the post.
