you mean the answer should be C ??
i think C is not grammatically correct.
But why is "Considered" wrong??

A, E: incorrect idiom, correct idiom is regarded as
B: conisdered to be is wordy. on gmat consider must be used without to be
C: Idiom is correct but use of 'being' makes it wordy.
D: correct and concise

pure idiom Q
regarded X as Y is the correct idiom
considered X Y is the correct idiom
regarded that, regarded to be, considered to be are wrong
being is almost always wrong on the GMAT
