make a new line bet. P & center M.
Now, angle PMO = 2 * angle PRO

so, angle PMO = 70 degree
likewise, you can take another radius bet center & point Q.

So, angle QMR = 70 degree

Now, angle PMQ = (180-70-70) = 40 degree

So, minor arc (PQ) = (40/360) * 2* pi * (18/2) = (1/9) * 2 * pi * 9 = 2 *pi
