Thanks for your question. There are two important factors to consider:
1) What are your target schools? If you are significantly below the average, then you might want to consider retaking the exam especially if you have weak quantitative undergraduate grades or work in a field that does not require quantitative skills;
2) Do you think you can do better? If you feel that the 700 does not represent your true abilities, then you an consider giving it another shot.
