here is the approach:
|x| < 1 means that -1 < x < 1

solving the given cases 1 & 2 & validating if the answers are in this range always will provide the answer.
1. x can be either 3 or 1/3.
NOT SUFFICIENT.

2. |x-3| <> 0 means that x is not equal to 3; rather x is either greater or lesser than 3.
NOT SUFFICIENT.

However combining both will give only one answer x = 1/3
which satiesfies: -1 < x < 1
Hence answer is C (Both together are sufficient)
