After suffering the effects of several tsunamis, the residents of a Japanese city built a wall on their coast over forty feet high and a mile long, a way to protect the city against another disaster.

a. a way to protect
b. in efforts to protect
c. protecting
d. to protect in one way
e. in order to protect

OA: C
Source: Kaplan GMAT 800 2008-2009 Edition page 184
I thought "a way to protect" modifies the preceding clause more clearly than "protecting" does. Please explain why that is not the case. Thanks!
I think A and C are both grammatically correct.

The answer is C because of its conciseness. Option A can be considered wordy when compared with option C.

Its a tough one. Thanks for posting.
