We're told that Paula drove the distance from her home to her college at an average speed that was GREATER than 70 kilometers per hour. We're asked if it took her less than 3 hours to drive this distance. This is a YES/NO question. This question can be solved by TESTing VALUES and using a bit of logic.

1) The distance that Paula drove from her home to her college was greater than 200 kilometers.

IF...
distance = 300 km and speed = 150 km/hour, then it would take 2 hours and the answer to the question is YES.
distance = 300 km and speed = 750 km/hour, then it would take 4 hours and the answer to the question is NO.
Fact 1 is INSUFFICIENT

2) The distance that Paula drove from her home to her college was less than 205 kilometers.

With Fact 2, we know that the distance is LESS than 205 km. IF Paula drove 70 km/hour for 3 hours, then she would drive 210 km (which is GREATER than that). Since we know Paula drove FASTER than 70km/hour, we know that she would cover any distance less than 210 km in under 3 hours. Thus, the answer to the question is ALWAY YES.
Fact 2 is SUFFICIENT
