I dont understand how can a choice with "numbers of" be correct?

" The numbers of " is incorrect when used as a subject and applies in deciding subject verb agreement.. I would not stike all option wherever I see "numbers of "

Also, other options change meaning as if "NJ just reports and doesnt itself have those issues"

RIGHT.... missed that one for option C

also, be careful in omitting option just because they are numbers

Because

Numbers of X ---WRONG ( acting as preposition phrase)

highest numbers--- CORRECT ( acting as a noun )

I guess it would be very early mornign in los angeles now...
