We can eliminate ADE based on missing the parallelism and are left with only choice B and C.
I would go by B too. Hey man, I almost missed that subjunctive mode....good catch on time.

I agree, its a call between B and C but I will go with C, here is why:
B seems better till we reach the semi colon used in the sentence: "is so reflective that little of the polar ice melts during the summer;"..but after semi colon "were it to do so, " plays a spoil sport. What does "it" refers to here? Further the use of semi colon indicates that the sentence used after semi colon must be sufficient in itself and if you see "were it to do so, the water levels of the oceans would rise 250 feet and engulf most of the world’s great cities." is not complete in itself..

The answer is B. There is nothing wrong with the semicolon or "were it to do so" either. It refers to the polar ice melting. In addition, there is an independent phrase after the semicolon, so all the grammatical rules are followed.
