Lets take up same old POE...
B....rules with the intend, is wrong way of sending a message. Are the rules intending something or the people of state? Answer is people of state. Hence ignore.
C....same problem as B. Ignore
D...this is good one. But, problem is use of "that", which makes the whole sense absurd. Is it patient going thru triage or the hospital room? Ignore.
E...what is "this" refering to? Proposal or the implementation of proposal.
Hence A.

First thing you should note when looking at this one is that the example sentence is grammatically correct, and there are no obvious errors. This puts you on the alert that A may be the answer. After that, eliminating is easy:
B -- 'at least' is out of order in the sentence.
C-- makes it look like hospital rooms are in triage, not the patients, which is absurd.
D -- same as C
E -- wordy
Easy peasy lemon squeezy!
