Lets take the key points first
1. Boreal owls range over a large area
2. Other owls of similar size do not range
3. Boreal owls food is scarce where they live which is why they range over a large area
Point 3 is the conclusion and the question wants to basically strengthen the conclusion.
E. Incorrect. All this tells us is that the Boreal owl doesnt eat as much as others. They still have to find food though.
D. Incorrect. This would weaken his conclusion as it would state that foo is not a reason to range.
C. Incorrect. This information simply deals with the amount of time they hunt for food not where they look for food.
A. Incorrect. What exactly is A telling us? It is telling us that Boreal owls range over a much larger area than other similar sized owls. Is that new information? No. In order to strengthen the conclusion we need information that ties the Boreals eating needs with their area in which they live. Does this do this? No. It just repeats points 1 and 2.
B. Correct. What does this one tell us? This tells us that in areas where the food source for the type of mammal that the Boreal eats is scarce sees the owl range over a much larger area than in locations where the food source for the mammal is abundant. That is giving us a direct relation between the food and their search for food. In areas where their food sources eat the Boreal does not range far. In areas where the food sources have trouble finding food and likely do not reside the Borel must range to find food. That is the conclusion the author states and gives us further evidence to prove it correct.

Answer should be B
We need make sure that if food was not the problem the Boreal owls would not range over larger area (They are forced to do so just because they need food which is not available easily in the area they live).
B clearly concludes that.
