1) View needs to be parallel with Believe
2) Believe, being in present tense, will take will. It cannot take would, which goes with past tense.
Eg: I BELIEVE that he WILL come.
He SAID that he WOULD come.

In E 'they' is ambiguous. Is it referring to the scientists or sweeteners?

The question appears to be strange though!.No underline part!Anyway my take is D.
Usage of will is not correct. Will refers to almost certainty, hence "would" usage is appropriate(also because could is used). A, B and E out.
Between D and E they is plural and can refer to either scientists or sweeteners,D clarifies this.
I would love the opinion of the experts on this.
