Evidence stated to support its conclusion is not that "relevant".
Let me give a try:
Conclusion : Bussiness wil hire Consulting firms
Evidence: CF promote themselves by explaining technological changes which the bussiness find confusing.
Hidden assumption : Bussiness will entertain CF only when they fing the technology confusing
To weaken the argument, my prephrased answer was " What if the technology is itself not that confusing??"
C does this job rite away!

I was between C and D.
I ruled out D because D says that consulting firms are not accustomed with internet marketing. So what, if they are not familiar then they have to be. This is shell game option. Is it business's decision when to hire consulting firms and when not to hire. By introducing option D we are giving option to consulting firms when to get hired and when not to. This does not make any sense.
Therefore, C is correct here.
