An attempt to ratify the Equal Rights Amendment, begun almost two decades ago, has been unsuccessful despite efforts by many important groups, including the National Organization for Women.

But in this option, isn't 'begun almost two decades ago modifying Equal Rights Amendment rather than attempt? Maybe i am thinking too much...plz help guys

"Attempt to" is the correct idiom.

But Isn't the usage of begun is incorrect?

As per my understanding, Begun is the past participle of begin . Therefore it needs have/has/had as a auxillary verb.

Am I missing something here?

Correct ans is E. Has began is proper usage in the situation where an action started in the past and continues in the present..
