well "in the earlier decades" is an adverbial modifier .so here comparison is basically of time
but i still want to know the source !!

Reason why E is not correct ?
well i tried millions of combination to justify as to what "that" can refer but i failed hence i eliminated this choice

If choice E would have been :-

(e) those in earlier decades

it wud still be wrong .this expression does not have parallel counterpart in the first clause

Actually placing 'those' would create ambiguity. We don't know whether 'those' refers to couples or incomes.
