Is decide a regular verb or irregular?

He decides to go home ( Subject = He, decides = singular?)

He couldn't decide whether to go home or play basketball. (subject = He, decide = plural?)

Please clarify, thanks


Any tips or tricks to know which words are normal versus irregular?

Decide is a regular verb. The verb in the second sentence above is actually "could," and anything following it would be in the infinitive form without "to," e.g., "couldn't run," couldn't read," "couldn't wait" etc.
