IMO A.

Omit the part between commas and see for structure A seems right.

Today counterfeiting is more difficult than it was at the time of the Civil War. - this is main clause with modifying phrases for today and for period of civil war.

Only A and E gives the right structure as stated above and E distorts the meaning with the usage of because.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.

Having "today" at the end of the first clause sounds weird.

It is "technology widely available today." Not just "scanners and printers today,"

In B 'today' seems to be modifying only 'Printers' and 'scanners . We need 'today' to modify technology as a whole
